We can never be relieved of our terrible burden of National indebtedness unless we develop our export trade.

The Government in their wisdom have formed the Mercantile Marine consisting of a fleet of 60 ships costing approximately $70,000,000, and in the creation of the Mercantile Marine there were visions of foreign trade.

When these ships are placed upon sea-going routes in a regular and orderly manner, I have no doubt that this countrys surplus agricultural and manufactured products will be transported on all the seven seas by our own Mercantile Marine.

South America has been lauded as a great field for the exploitation of Canadian trade and great as the possibilities are there I think they are equally as great in China.

I visited China twice during the past two years and was greatly impressed by the trade possibilities of that won- derful country.
